Constitutional Council can function without civil members: says President's Counsel Dr. Jayampathy Wickramarathna
Expert in constitutional law in Sri Lanka, President's Counsel Dr. Jayampathy Wickramaratne says that the Constitutional Council can function with seven members.
The Constitutional Council proposed under the 19th Amendment to the Constitution consists of Speaker, Prime Minister, Opposition Leader, four parliamentarians and three non-parliamentary members.
Four parliamentarians have already been appointed to the Council but the three civil representative members are yet to be appointed as the parliament has not reached a consensus on the three civil representatives nominated for the Constitutional Council.
