A five-member committee was appointed to prepare the draft. Other members of the committee are Seetha Ranjani, Convener, Free Media Movement, D. Lankapeli, Federation of Media Employees Trade Union Federation, Upali Arambawela, a representative of electronic media and R. Bharathi, Sri Lanka Tamil Media Collective.

The committee also discussed the professional status of journalists including a minimum wage. A special discussion was also held regarding steps to be taken to re-issue media identity cards under a suitable methodology as certain parties are reported to be abusing the present Identity Card (ID) issues by the Department of Government Information.
