US President Barack Obama has implicitly criticised FBI director James Comey over the new inquiry into Hillary Clinton's email use.

He said US investigations should not operate on the basis of "innuendo" or "incomplete information".

According to former House Majority Leader Tom DeLay, FBI Director James Comey reopened the agency's investigation into Hillary Clinton's emails last week because almost 100 agents threatened to resign before next week's election.

Comey has faced a fierce backlash for announcing the move to investigate new emails that may be linked to its probe into Clinton's private email server.
