The Ministry of Finance in a communiqué stated that the Central Bank had violated several laws during the issuance of Treasury Bonds during the previous regime.

It says that the Superintendent of the Public Debt Department had not properly followed the required protocol.

The communiqué stated that the practice that has been followed in the past by the Central Bank is to issue the gazette back-dated as January 1st each year after issuing all bonds during the year in an attempt to comply with the requirement of the Section 4 of the Registered Stock and Securities Ordinance while mismanaging bond issuances.

Information is available that the gazette dated 1st January 2016 to be published by the name of Minister of Finance Ravi Karunanayake, for the year 2016 also has already been sent to the Government Printer same way in 2017 and the publication of this gazette was immediately withheld.

The Communiqué issued by the Finance Ministry further stated that appropriate legal action will be taken against those errant officers under the provisions of the Registered Stock and Securities Ordinance.

Former President Mahinda Rajapaksa stated that he will take legal action against the attempts made to hold him responsible for the controversial bond issue.

In communiqué the Former President stated that he condemns the attempts of the Good Governance Government to pin the blame on him.

He pointed out that bonds issued on the 1st and 15th of March, 1st and 15th of May, 1st of August and 15th of December had been gazetted under his name.

Meanwhile, addressing an event held in Kandy today Former President Mahinda Rajapaksa expressed these views regarding the matter.
