Former Central Bank Governor Arjuna Mahendran was testified before the Presidential Commission of Inquiry, probing the controversial Central bank bond issuance for the first time today (19).

However, Perpetual Treasuries CEO Kasun Palisena was further questioned before Arjuna Mahendran was summoned to the witness box.

Then a telephone conversation between Palisena and Arjuna Aloysius was played before the Commission.

At that point, Palisena said that a person named ‘New Chali’ was used to bring down the interest rate of the bonds that were to be matured in 2026.

When the State Counsel asked Palisena to expose ‘New Chali’, the latter replied in negative and said that Arjun Aloysius might know who the ‘New Chali’ is.

When Kasun Palisena repeatedly refused to expose who are New Chali and Little Johnny, State Counsel said that Little Johnny has been used to identify Saman Kumara of Employees Provident Fund.

He also said ‘New Chali’ is an officer of the Employees Trust Fund.

At this movement, Supreme court Judge Prasanna Jayawardena said Kasun Palisena and Arjun Aloysius have taken measures to artificially change interest rates of the bond market.

He also said that Arjun Aloysius has offered cash bribes in million to persons such as ‘New Chali’ and ‘Little Johnny’.
