Bond Commission: CID submits forensic report on mobile phone details

The Presidential Commission probing the controversial Central Bank bond issuance has informed Prime Minister Ranil Wickremesinghe today to appear before Commission at 10 am next Monday.

Meanwhile, Sub Inspector of CID Yasanka Jayasinghe who investigated the data on the mobile phones belonged to Perpetual Treasuries owner Arjun Aloysius and former Central Bank Governor Arjuna Mahendran was testified before Commission today (16).

According to his forensic report, the then Central Bank Governor Arjuna Mahendran has made a telephone call to the Prime Minister a few minutes after the controversial Central Bank bond issuance was conducted on February 25th, 2015.

At this moment, Supreme Court Judge Prasanna Jayawardana quoted the Prime Minister as saying that he was informed by the then Central Bank Governor that the Central Bank received bond issuance for 10 billion rupees.

The witness further told the Commission that telephone conversations and SMSs have been exchanged between the then Central Bank governor, Arjuna Mahendran and several Ministers and MPs.

The witness also said that another 15 telephone conversations have been exchanged between Arjuna Mahendran and a director of Perpetual Treasuries, a secretary of Arjun Aloysius and a company driver.

He said that 27 telephone conversations have been exchanged between Perpetual Treasuries CEO Kasun Palisena and Arjuna Mahendran during the controversial Bond issuance was conducted.

He told the Commission that 15 out of them have been taken from the telephone belonged to the former Central Bank Governor.

The witness said 30 telephone conversations have been exchanged between Arjuna Mahendran and Saman Kumara who took the final decision with regard to placing bids for EPF.

He said that former minister Ravi Karunanayake met the heads of state banks before the controversial bond issuance and instructed them to place low bids.

Thereafter, he had made continuous calls to those bank heads.

Later, the Commission inquired about the telephone calls obtained by Arjun Aloysius.

Answering Commission, the witness said that 387 telephone calls and 84 SMSs have been exchanged between former minister Ravi Karunanayake and Arjun Aloysius.

In addition, 343 telephone calls have been exchanged among the wife of former minister Ravi Karunanayake and his two daughters.

He further said that in addition to telephone calls, Viber and Whatsapp calls have also been exchanged among Indika Saman Kumara of EPF and other public officials in charge of purchasing bonds.

The State counsel said that certain telephone calls out of them have been made at times where very confidential information with regard to the bond market was discussed by the Central Bank.

The witness said Arjun Aloysius has made telephone conversations with 5 members of the 8th COPE that investigated the controversial bond issuance.

He said 2 telephone calls have been made to Minister Dayasiri Jayasekera and Deputy Minister Ajith P Perera.

Arjun Aloysius had made 20 calls to MPs Hector Appuhamy and Harshana Rajakaruna.

He said the two MPs have made 13 calls to Arjun Aloysius.

In addition, the witness said that the highest number of calls have been exchanged between Arjun Aloysius and State Minister Sujeewa Senasinghe.

State Minister Senasinghe has made 36 calls to Arjun Aloysius.
