The man who deliberately drove a car into a crowd in Melbourne is a drug user with mental health issues but no known terrorism links, police say.
 
The Australian citizen of Afghan descent was taken into custody after a struggle at the scene of the incident.
 
The car the 32-year-old was driving hit a number of pedestrians on Flinders Street, a busy junction in the center of the city, said Victoria Police.
 
Fourteen people have been injured, with several in a critical condition.
 
A second man, 24, was arrested after being seen filming the incident. He had a bag of knives on him, police added.
 
Earlier media reports suggested that a total of 19 people had been injured.
 
Police said 14 people had been taken to hospital for treatment, including several who were described as being critically ill.
 
They included a pre-school aged boy with head injuries who was taken to hospital in a serious condition.
 
One witness, called Sue, told Melbourne radio station 3AW that she heard screams before she saw "people flying everywhere".
 
"We could hear this noise, as we looked left, we saw this white car, it just mowed everybody down," she said.
 
"People are flying everywhere. We heard thump, thump. People are running everywhere."
