State Minister Senasinghe to be questioned by CID

State Minister, Sujeewa Senasinghe admitted today that he spent the 3 million rupees that he received from Perpetual Treasuries Limited for his election campaign.

However, according to the investigation report of the Criminal Investigation Department that was submitted to Courts, the state minister has accepted the money after the election was over.

The CID informed the Colombo Fort Magistrate that the PTL has offered the 3 million rupees to State Minister, Senasinghe on three occasions.

This was revealed when the Central Bank Bond case was taken for hearing yesterday.

The CID report further revealed that one of the cheques for one million rupees had been encashed by an S.I. attached to the state Minister Sujeewa Senasinghe’s security detail on the directives of Senasinghe.

The report also states that the rest of the cheques had been encashed by Senasinghe’s security personnel on the directives of the minister’s election and financial coordinator.

Contradicting the above statement by the minister, the CID revealed in Court that all the cheques have been issued by a subsidiary of Perpetual Treasuries, W. M. Mendis Company Limited.

It is significant that all the cheques were issued after the conclusion of the general election in 2015.

According to the CID report, the cheque bearing No.401139 for one million rupees had been issued 7 days after the conclusion of the election.

It further said that State Minister Senasinghe had directly instructed an S.I. attached to his security division to encash the first cheque.

According to the same CID report, state minister Senasinghe received the second cheque on November 12, 2015.

That was 87 days after the election.

The third cheque had been issued to Senasinghe on March 31, 2016, that was 227 days after the general election.

Additional Solicitor General, Yasantha Kodagoda pointed out in court yesterday that one of the controversial Central Bank Bond issuances was also conducted on the same day.

Under these circumstances, the CID is investigating state minister Senasinghe for accepting three million rupees on three occasions from the third respondent of the controversial Central Bank bond case, at a time when there was no election.

The CID has also recorded a statement from state minister, Senasinghe’s election and financial coordinator with regard to the incident.

The minister’s election and financial coordinator said in his statement that he did not keep any record of the money that was received from Perpetual Treasuries nor did he deposit such money in any bank.

He has also stated that he did not know the origin of the cheques.

Accordingly, the CID informed the court that State Minister Senasinghe will be questioned over the reasons as to why he received cheques amounting to millions of rupees from Perpetual Treasuries.
