The Minister made these comments while participating at a Lanka Electricity Company function held yesterday.
He added that a 6.5 billion rupee subsidy had been provided to the country's industrialists.
The Minister said that while last year 1.13 million consumers had used less than 30 units of domestic electricity, 1.22 million consumers had used between 30 and 60 units.
