Former Norwegian Minister and Sri Lanka Peace Programme mediator Eric Solheim says that LTTE leader Velupillai Prabhakaran is answerable to
the destruction of lives at war end in 2009.
Participating in the interview with the BBC Sinhala service the former Norwegian envoy said Prabhakaran had rejected the proposal for amnesty in the last phase of the war.
Solheim points out that since at the last moment of war it had become clear that the army would win, proposals had been made for amnesty for LTTE leaders and cadres other than Prabhakaran and Pottu Ammaan.
He said that peace programme co-chairpersons including the US, UNO, Japan and India subscribed to the proposal.
The former Norwegian envoy emphasised further that if Prabhaakaran had
agreed to the proposal, UN Secretary General Baan Kii Moon had agreed
to go to the Vanni to hold discussions with him.
