The new circular proscribing the collection of funds within schools has been forwarded to all relevant school principals by the Department of Education.

Accordingly the new circular contains new definitions set forth for the collection of compulsory fees which are contained in existing circulars, which include school development board & admission fees.

Parents who are unable to make these payments would be exempted from these payments subsequent to a certification obtained by the gramaseva officer.

Those who disregard the contents of this circular would be reprimanded according to the new parameters issued.

The news circular comes post to an incident where a 13 year old girl in the Hoarana area had stolen 8 coconuts in order to pay off fees required by her school.

Speaking in parliament recently Minister of Education Bandula Gunawardhana expressed the following views in this regard.
