The Right Honourable Sir Desmond de Silva will preside the council while Sir Geoffrey Nice, and Professor David Crane will sit as members.

The President Spokesman and International Media Unit stated Sir Desmond de Silva is a grandson of a freedom fighter late George E de Silva who was also the Health Minister of Sri Lanka during the World War 2.

The Commission of Inquiry appointed according to the recommendations of the Report of the Lessons Learnt and Reconciliation Commission.

The Advisory Council is tasked with advising the Chairman and Members of the Commission of Inquiry, at their request, on matters pertaining to the work of the Commission.

The Commission of Inquiry was appointed to investigate and report on the causes of the loss of civilian life, find out whether any party or parties are responsible for the deaths and search for the missing persons.

The Commission will also inquire whether the LTTE is culpable for such actions under international humanitarian law or international human rights law.
