Would John Kerry's Lankan visit help SL to stretch its diplomatic muscles?

In the first official engagement by a U.S. Secretary of State in more than forty years, John Kerry visited Sri Lanka on Saturday, seeking to revive U.S ties with the tiny South Asian island nation i.e. Sri Lanka after years of chilled relations over the Human Rights record of the former government.

During Rajapakse's rule, Washington was close to slapping sanctions on Colombo for refusing to allow investigations into claims of mass killings and rights abuses at the end of the war between the Tamil Tiger rebels and government forces.

Under these circumstances, is it possible U.S. State Secretary John Kerry's Sri Lankan visit to rebuild broken diplomatic ties between Sri Lanka and International community?
