Indian External Affairs Ministry in its communiqué stated that Sri Lanka should implement the 13th Amendment as she promised to the International community before the election.

It also stated that India is concerned about Sri Lanka’s response towards its promises given to the International community saying she would fully implement the 13th Amendment or go beyond that.

It also stated that the Sri Lankan Government held elections in the North and fulfilled one of the promises it gave to the International community.

India says that the positive notes shown by the Sri Lankan Government and the TNA promising to work in harmony indicate the possibility of solving the problems of the Tamil in the North.

India also says that she will give her fullest support for the effort to resolve the problems in the North.

Meanwhile, external Affairs Minister Salman Khurshid is to visit the island early next month.

The report stated that this would be Khurshid’s first visit to Colombo as the External Affairs Minister which will come at a critical time following provincial council elections.

Sources quoted in the report said Khurshid will visit Sri Lanka on October 7th and 8th during which he will meet President Mahinda Rajapaksa, his counterpart G L Peiris and other senior Lankan leaders from across the political spectrum.

He is also likely to meet a delegation of Tamil National Alliance, including the newly-elected Northern Province Chief Minister C V Vigneswaran.

Meanwhile an Indian Minister said Indian Prime Minister Dr. Manmohan Singh may skip the Commonwealth Heads of Government Meeting in November.

V. Narayanaswamy said that he believes the Indian premier will not attend the Sri Lankan summit owing to concerns raised in Tamil Nadu.

He told reporters in India today that the Prime Minister will formally announce his decision on the summit soon.
