The appropriation bill which includes the estimate of the government expenditure for 2014 was presented to parliament today by leader of the house minister Nimal Siripala De Silva.

According to the appropriation bill the estimated government expenditure for 2014 is 1542.25 billion rupees which is an increase of 15.5% from last year’s government expense.

The total amount of government loans during last year stood at 1295 billion rupees and but has come down to 1100 billion rupees this year.

The highest expenditure has once again been reserved for defence and accordingly 253.9 billion rupees has been set aside for the Ministry of Defence and Urban Development while 283.9 billion rupees was set aside for defence last year.

38.8 billion rupees has been set aside for the ministry of education which is a 2% increase in comparison to last year.

The government Appropriation Bill for 2014 was presented to parliament today.


As Minister of Finance, President Mahinda Rajapaksa will deliver the budget speech on November 21st.


The budget debate on the second reading will begin on November 23rd and continue for a week while the vote will be taken on November 29th.

Sri Lanka is kicking off the budget process for 2014 presenting spending limits or appropriations for ministries in parliament today.


In what is called the first reading of the budget Appropriation Bill for 2014 the administration is seeking parliamentary approval to spend 1,542 billion rupees, up 30 percent from a year earlier.


The total government spending does not correspond directly to the numbers presented in the annual budget table in the so-called second reading of the budget where the deficit and tax proposals to bridge are also outlined by the finance minister.


The appropriation bill also sets a borrowing limit of 1,100 billion rupees for 2014, down 15 percent, from the 1,295 billion rupees set in the appropriation bills for 2013.


The amounts may vary depending on the tenor and maturities falling due in any given year.


Among key spending amounts set for ministries include 253 billion rupees for defence and urban development down from 289 billion rupees a year earlier, ports and highways 144 billion rupees up from 131.4 billion rupees.


Figures presented in parliament showed the defence ministry getting its highest ever allocation for spending in 2014, marginally higher than the 249 billion rupees budgeted for this year.

Defence and police together account for nearly 12 percent of the governments total estimated spending of 2.54 trillion rupees in 2014, marginally lower than the 2.56 trillion this year.
