It is significant that there are over one million pages in the charge sheet against the respondents which are filed today at the Permanent High Court at bar in Colombo.
Attorney General Dappula Livera recently sought permission from the Chief Justice to sue the Central Bank Bond scam respondents under the Public Property Ordinance as the controversial bond scam has caused severe economic damage to the country’s economy.
In addition to Arjuna Mahendran, the other respondents in the case are former Central bank deputy governor, P Samarasiri, Perpetual Treasuries company, its owner, Arjun Aloysius, his CEO Kasun Palisena, company chairman Geoffrey Aloysius, Mithra Gunawardana, Ranjan Hulugalle, Muturaja Surendran and Gardiya Punchihewa.
The 10 respondents have been indicted on conspiring and abetting to dishonestly obtain the treasury bonds at a face value of 10.58 billion rupees.
The first and second respondents, former central bank governor Arjuna Mahendran and former central bank deputy governor P Samarasiri have been charged for criminal breach of trust by causing a loss of 687 million, 62 thousand one hundred rupees to the government coffers in the Treasury bond transactions conducted on February 27th, 2015.
