The president said the federal agency overseeing the handover must "do what needs to be done", even as he vowed to keep contesting his election defeat.
"I am recommending that Emily and her team do what needs to be done with regard to initial protocols, and have told my team to do the same," Trump said of Emily Murphy, the General Services Administration chief. Still, he said he would continue to contest the outcome of the election.
The General Services Administration said that it was acknowledging Mr Biden as the "apparent winner".
The designation triggers a formal transition process, giving Biden and his team access to current agency officials, briefing books and other government resources, including some $6 million in funding according to foreign media reports.
The social media giants Twitter and Facebook will also hand over other institutional handles for the White House, vice president and first lady of the United States on inauguration day.

The @POTUS account on both platforms is the official account of the President of the United States. It is separate from the @realDonaldTrump Twitter account and the @DonaldTrump Facebook page that U.S. President Donald Trump mostly uses to write his posts.
