Richard Swannell, director of its Waste and Resources Action Programme, said that by 2019, about one billion tonnes of food waste will be dumped by homes, stores, institutions and hospitals.
He described it as an environmental, social and economic loss.
If the waste is loaded into 40-tonne containers and left behind, it can create seven rounds around the world.
The United Nations estimates that some 700 million people worldwide go to bed hungry every night as food is wasted.
